Role Overview: As an Electrical, Instrumentation, and Automation (EIA) Engineer specializing in Management of Change (MOC) processes, you will work closely with the client engineering team to plan, execute, and oversee modifications to existing systems. This includes analyzing current electrical and instrumentation setups, identifying necessary changes, and ensuring all modifications are compliant with Canadian standards, Ontario regulations, and safety protocols. The role is critical in supporting continuous improvement, operational efficiency, and maintaining safety across all client-managed systems.

Tasks and Responsibilities:

  • Oversee and manage all stages of MOC activities, including initial request, assessment, approval, planning, implementation, and post-completion review.
  • Document all MOC processes thoroughly to ensure traceability and compliance with client and regulatory requirements.
  • Communicate regularly with the client’s engineering, operations, and safety teams to ensure alignment on change objectives and implications.
  • Conduct detailed assessments of existing electrical and instrumentation systems to determine necessary changes or upgrades.
  • Design modifications to electrical, instrumentation, and automation systems, ensuring optimal integration and performance.
  • Collaborate with multidisciplinary teams to analyze the technical and operational impact of proposed changes.
  • Ensure all modifications meet relevant industry standards, codes, and client-specific provincial regulations (such as CSA, OESC, OSHA).
  • Support client to liaise with regulatory bodies if necessary to ensure all MOC work is fully compliant.
  • Stay updated on industry trends, standards, and best practices to continuously improve MOC processes.
  • Perform risk assessments to identify potential safety hazards related to proposed changes.
  • Develop and implement mitigation strategies to address identified risks, focusing on preventing electrical hazards, equipment malfunctions, and process interruptions.
  • Prepare comprehensive reports on each stage of the MOC process, including design documents, safety assessments, and as-built drawings.
  • Maintain accurate and up-to-date documentation for all changes in the client’s systems, facilitating future audits and inspections.
  • Provide regular updates to client stakeholders, offering insights into project progress, challenges, and milestones achieved.
  • Coordinate with external vendors and contractors to procure necessary materials and services for MOC projects.
  • Monitor the installation and commissioning of modified systems, ensuring quality and functionality meet client expectations.
  • Supervise on-site EIA teams during MOC-related activities, offering technical support and ensuring adherence to project timelines.
  • Identify opportunities to streamline the MOC process, enhancing efficiency, and reducing turnaround time.
  • Develop best practices and contribute to knowledge sharing on MOC and EIA modifications within the client’s organization.

Skills and qualifications:

  • Bachelor’s degree in electrical engineering or a related field.
  • 10+ years of experience in Electrical, Instrumentation, and Automation Engineering, with a focus on change management.
  • Proven experience with MOC processes, including planning, risk assessment, design, and implementation.
  • Strong knowledge of industry codes and standards (e.g., CSA, OESC, OSHA).
  • Excellent communication skills for client-facing interactions and cross-functional collaboration.
  • Proficient in EIA systems and design tools (e.g., Bluebeam, Protection Relay configuration software).
  • Strong project management skills, with the ability to oversee multiple MOC works concurrently.
  • Knowledge of risk assessment methodologies and safety regulations specific to electrical and instrumentation systems.
